Victory Collegiate Academy

Public, Charter Grades K-8
Summary

Victory Collegiate Academy is a public charter elementary school serving 337 students in grades K-8 in Phoenix, Arizona. The school has a predominantly Hispanic student population (82.79%), with smaller percentages of White (7.72%), African American (8.61%), and other racial groups.

Despite its higher per-student spending of $10,050 in the 2019-2020 school year, Victory Collegiate Academy consistently underperforms compared to the state and nearby Cartwright Elementary District schools on standardized test scores. In the 2022-2023 school year, the school's proficiency rates in English Language Arts and Mathematics were significantly lower than the state and district averages across all grade levels. Additionally, Victory Collegiate Academy has a very low statewide ranking, placing in the bottom 10% of Arizona elementary schools, and its ranking has declined over the past few years.

While Victory Collegiate Academy's African American and Special Education student subgroups perform relatively better compared to other subgroups, the school's high percentage of Hispanic students and their low academic achievement compared to the state average highlight the need for targeted interventions to address educational inequities. The challenges faced by Victory Collegiate Academy are not unique, as the nearby Holiday Park School, Cartwright School, and Frank Borman School also perform poorly on academic measures and have low statewide rankings, suggesting broader issues within the Cartwright Elementary District.

Open Quote If you are researching this school as a potential employee or as a
parent of a potential child to attend this school, I would highly
recommend looking elsewhere. There are so many things wrong with this
school from the Administration team, the lack of curriculum (esp.
Social Studies and Science), poor school culture, and lack of
qualified teachers. In my brief time at VCA it was apparent that the
Administration team at VCA did not care about the students there but
rather lining their own pockets. Their turnover rate exceeds 75 where
classes are going through 2-3 teachers a school year and while they
are looking for replacement teachers they have teacher assistants
leading the instruction. These teacher assistants have no formal
training, no access to any state standards, and no support from a
qualified lead teacher. Charter schools in AZ are not required to hire
teachers with a teaching degree or even a bachelor's degree...yes you
read that right, your student most likely will be taught by someone
with only a high school diploma and NO formal training. As for lack of
curriculum administration was aware of the lack of Social Studies and
Science Curriculum and merely suggested it didn't matter in the lower
grade levels as there was no state testing for it. The culture here at
VCA can be described as less than dismal for the staff and the
students. I would describe it as nothing short of working with adults
who have more drama than a group of high school girls. Students are
profiled constantly and when other staff brought concerns of racism
and prejudice that they witnessed some teachers have towards their
African American students administration advised them to worry about
their class only. There were multiple times where students would show
up with bruises, urine soaked clothes, or complaints that their
parents were taking their ADHD medication. These are all matters that
are REQUIRED by law to be submitted to the Department of Child
Services however VCA decided that they would rather keep their
enrollment up (to receive more state funding) rather than submit these
life saving and crucial reports teachers were told that the
administration team would be doing a home visit, which never happened. Close Quote
