Summary

Wayman Academy Of The Arts is a small elementary school (K-5) in Jacksonville, FL, serving 153 students within the Duval school district, where 100% of students qualify for free or reduced lunch, indicating a community facing significant economic challenges.

The most critical issue at Wayman Academy is a severe chronic absenteeism crisis. In the 2023-2024 school year, 76.9% of students were chronically absent—more than double the state average and far higher than nearby schools like Fishweir Elementary (22.0%) and West Riverside Elementary (34.3%). This attendance problem is directly linked to the school's academic decline. Wayman's state ranking has dropped from the 55th percentile (3 stars) in 2018-2019 to the bottom 1st percentile (0 stars) in recent years, with test scores consistently the lowest in the area. For example, only 25% of 5th graders were proficient in Science in 2025-2026, compared to 85% at nearby Ruth N. Upson Elementary.

Despite higher per-student spending ($14,176) than the district average, the school's challenges persist. The contrast with Ruth N. Upson Elementary, just 0.77 miles away, is striking: Ruth N. Upson has a 49.53% free/reduced lunch rate, a 44.2% chronic absenteeism rate, and a 4-star ranking (76th percentile), while Wayman has 100% free/reduced lunch, 76.9% absenteeism, and a 1st percentile ranking. This highlights how deeply attendance and economic factors affect academic outcomes. There have been occasional bright spots—such as 5th graders achieving above-district-average math proficiency in 2023-2024—but these gains have not been sustained. Without a focused, community-wide effort to improve attendance and address the root causes of chronic absence, reversing the school's decline will remain an uphill battle.

Open Quote I enrolled my children this year, at the time I was very pleased with the service after one week of care. Soon after one of my children tends to want to cry; for any unknown reason. I’ve been in the process of seeking help. Now going through a program called Daniel, to help understand what a child is going through. Maybe my child has some kind of Social Anxiety, he does fine when the other siblings are around. But he tends to cry when my other children have to branch off. The staff there said he can’t come back unless he stop the crying.
So he has not been at the daycare for over 3 months now, just returned back last week once school was out for the summer. So I enrolled him in summer camp with my other children and the very first day got a call to come pick him up. They did not want him to come back on Tuesday, but I asked/ begged, so Tuesday the same thing he cry whenever he has to split from the other sibling’s. Now he’s back at my Sister’s house.
Everyone just shove him off knowing I’m trying to get help. My baby will be born this year, I may not have a daycare for him, cause he’s a baby and they cry!!!!!. And at the same time let it be known that I’m on a voucher they still collect a State check, want to get paid for nothing. I also pay a parent fee, which is not cheap. I really only have one child whose attending the daycare. My school age only attend before and after, and not really after because of team-up. So pretty much they only get an hour at the daycare. And found out this morning 06/18/14, they there not providing breakfast either. I think its long due for a transfer. These people just want a check!!!!! Close Quote
