Summary

Tenor High is a charter high school serving 651 students in grades 9–12 on Vel R Phillips Avenue in downtown Milwaukee, authorized by Seeds of Health Inc. In 2025-26 it ranked 480th of 533 Wisconsin high schools (10th percentile, 1 star) — a bottom-decile standing statewide, but its strongest result in at least seven reported years. About 66% of students qualified for free or reduced-price lunch in 2024-25, and the student-to-teacher ratio is 24:1, roughly 1.7 times that of the typical nearby school.

Tenor's clearest strengths are attendance and completion. Its chronic absenteeism rate of 32.3% is the lowest among nine nearby Milwaukee high schools by a wide margin — 15 points better than Pathways High (47.0%) and far below Bradley Technology High (76.1%), Shalom High (87.1%), North Division High (88.4%) and Groppi High (98.5%). Its 82.1% graduation rate is second in that group behind only Milwaukee High School of the Arts (90.8%), with a dropout rate of 3.2%. Even so, Tenor's absenteeism remains nearly double Wisconsin's 17.3%.

On tests, Tenor posts the highest 10th-grade social studies proficiency in the comparison set (26.02%) and ranks second to fourth of eight schools in ELA (16.67%), math (13.19%) and science (11.81%) — though all four subjects trail statewide rates by 22 to 32 percentage points. Math and science are the deepest gaps, and a strong ELA result in 2024-25 has since reversed. In 2025-26, Tenor's African American students ranked 37th of 84 schools (56th percentile, 3 stars), while Hispanic and English learner students each reached the 23rd percentile — above the school's overall standing. Graduation rate has slipped two years running, so the recent rank gain is not yet a stable trend.
