Summary:

North Cape Elementary is the only elementary school in the North Cape School District, serving 194 students in grades PK–8 at 11926 W Highway K in Franksville, Wisconsin. Because it is the district's only school, its school and district results are identical. The district ranks 98th of 432 districts in Wisconsin — the 77th percentile, with 4 stars.

The school's standout strengths are concentrated in the middle grades. In 2025–2026, 6th-grade ELA was 90% proficient versus 54.95% statewide, 6th-grade math was 80% versus 53.60%, 8th-grade social studies was 78.26% versus 64.63%, and 7th-grade math was 76.19% versus 55.67%. Overall, North Cape Elementary exceeded the state in 14 of 16 reported test-grade combinations, and its average proficiency was above the state in every subject. Other favorable indicators include chronic absenteeism of 6.9% (less than half the state's 17.3%), a free/reduced-lunch rate of 6.7%, a student-teacher ratio of 13.1, and per-student spending of $15,453.

The main concern is a steady rank decline: from 71 of 1,061 schools (93rd percentile, 5 stars) in 2023–2024, to 270 of 1,044 (74th percentile, 4 stars) in 2024–2025, to 419 of 1,039 (60th percentile, 3 stars) in 2025–2026. Fourth grade is the clear weak spot — ELA fell from 72.73% to 38.46%, which is 15.41 points below the state, and 4th-grade math (46.15%) is also below state, though it improved slightly. Other subjects show year-to-year swings, including 8th-grade science dropping from 85.71% to 65.22%. These fluctuations may be amplified by small grade-level cohorts. A reported dropout rate of 5.1% is atypical for a PK–8 school and should be read cautiously.
