Summary:
Phelps School District is a very small Wisconsin district serving 88 students across two schools: Phelps Elementary, which covers PK–8 with 61 students, and Phelps High, which serves grades 9–12 with 27 students. There is no separate middle school, so grades 6–8 are housed in the elementary building.
Results differ sharply by grade level. Phelps Elementary has notable strengths in 6th grade ELA (85.71% proficient vs. 54.95% state), 4th grade Social Studies (87.5% vs. 63.65%), and 3rd grade ELA (66.67% vs. 52.08%), along with low chronic absenteeism (5.3% vs. 17.3% state) and a 0.0% dropout rate. At the same time, 8th grade ELA, Math, and Social Studies all fall roughly 37 to 41 points below state, and 3rd and 5th grade math trail state by more than 23 points. With such small classes, a handful of students can move these rates substantially. Phelps High reported a 100% graduation rate in 2023–24; the 2024–25 school figure is not available here, only the state's 92.0%. Its only recent test metric is 10th grade Social Studies at 45.45%, close to the state's 48.25%. High school chronic absenteeism is 12.0%, better than the state but more than double the elementary school's rate.
Both schools serve similar populations by free/reduced lunch (44.26% and 44.44%) and post 0.0% dropout rates, yet costs differ greatly: $27,670 per student at the elementary versus $47,996 at the high school. Phelps School District is rated 1 star, ranked 320 of 432 (26th percentile). The elementary school's recent ranks ranged from the 40th to 54th percentile, while the high school's available ranks are older and mostly low.
