Summary:

The eight elementary schools in zip code 23322 serve Chesapeake, VA, offering a mix of PK–5 and PK–2/3–5 configurations under Chesapeake City Public Schools, a 4-star district ranked 34th in Virginia. Overall, this is a high-performing area: five of the six ranked schools sit in the 80th percentile or higher statewide. The standout is Hickory Elementary, which ranks 19th in Virginia (98th percentile) with a 5-star rating and about 91.6% average SOL proficiency. Butts Road Intermediate is the strongest feeder-school performer, ranking 108th with a 5-star rating and excellent stability. Cedar Road Elementary, the largest school at 988 students, also ranks well (120th) and shows strong gains in science and math.

The clearest dividing line is poverty. Southwestern Elementary stands apart with a 74.13% free/reduced lunch rate, compared to roughly 12.7%–21.5% at other schools, and it ranks lowest in the zip code (431st) with a 75.6% SOL average. It also has the highest chronic absenteeism (12.1%) and the lowest student-teacher ratio (13.5). But spending does not predict results: Great Bridge Intermediate spends the least ($8,769) yet ranks in the 82nd percentile, while Southwestern spends $11,018 per student and still lags. Chronic absenteeism is remarkably low everywhere, with Butts Road Primary at 4.2% and every school below the state average of 14.8%.

The two primary/intermediate feeder systems offer a useful comparison. Butts Road Primary→Butts Road Intermediate is the stronger pipeline, with the lowest poverty rate (12.65%), lowest absenteeism (4.2%), and an intermediate school in the top 10% statewide. Great Bridge Primary→Great Bridge Intermediate is solid but shows a concerning trend: its intermediate school has slipped from 59th to 196th in three years. Meanwhile, Hickory Elementary improved dramatically from 102nd to 19th, and even Southwestern Elementary made big gains, including a 23.6-point jump in 3rd grade reading. Overall, families in 23322 have several excellent, well-above-average options, with Hickory and Butts Road Intermediate leading the way.
