Effectiveness ratings for economically disadvantaged students fell from the 61st percentile in 2023-24 to the 15th percentile in 2025-26, with similar drops for other student groups. Nearby schools serving similar populations offer a notable contrast: Pembroke Meadows Elementary, just 0.73 miles away with a similar poverty rate (68.7%), ranks in the 74th percentile statewide. Chronic absenteeism, a key challenge, has improved from 21.5% in 2022-23 to 14.1% in 2024-25 — below the state average but still above the district's 10.1%. There is a bright spot: in 2024-25, Pembroke's 5th-grade math, reading, and VA Studies scores all exceeded state averages, suggesting that year-to-year volatility — not uniformly weak performance — is part of the picture.
