Manor High is a public high school in Portsmouth, Virginia, serving roughly 1,149 students in grades 9–12 as part of Portsmouth City Public Schools, a district that currently earns a one-star rating. The school itself has been climbing steadily: after sitting at the 10th percentile statewide in 2020–21, Manor now ranks in the 43rd percentile with two stars. The progress shows up across key measures. Graduation rates improved from 76.0% in 2021–22 to 85.9% in 2024–25, while chronic absenteeism dropped from 50.9% to 20.4%. Nearly all students qualify for free or reduced-price lunch, so this turnaround is happening under challenging economic conditions.

One of Manor's biggest practical advantages is class size. Its student–teacher ratio of 11.4 is the lowest among nearby high schools, including Churchland High (14.8), Grassfield High (15.0), Nansemond River High (15.4), and Western Branch High (14.5). Academically, Manor posts standout results in history and science. Students beat the Virginia state average in World History I at every grade level—10th graders hit 83.3% proficiency versus 52.3% statewide—and Biology proficiency also topped the state across all grades. Military-connected students rank in the 6th percentile, a concern for a military-heavy region. The most useful comparison may be Churchland High, just 4.6 miles away, which serves a similarly impoverished student body yet ranks in the 94th percentile with a 92.8% graduation rate and 5.4% dropout rate. Manor's 10.4% dropout rate is still more than double the state average, though it is down sharply from 13.8% two years ago. Manor High is a school in the middle of a genuine turnaround, and its next step is learning from successful same-district peers like Churchland.
