Norcom High is a comprehensive public high school in downtown Portsmouth, Virginia, serving approximately 1,009 students in grades 9 through 12, where nearly every student comes from an economically disadvantaged household. The school has become one of the fastest-improving high schools in the region, climbing from the 3rd percentile statewide in 2022-2023 to the 35th percentile for the 2025-2026 school year. It now ranks ahead of every Norfolk high school in its comparison group, including Lake Taylor High, Norview High, Granby High, Matthew Fontaine Maury High, and Booker T Washington High, despite similar poverty levels across these schools.

Norcom's graduation rate reached 85.2% in 2024-2025, up from 80.5% two years earlier, and now exceeds several nearby Norfolk schools including Booker T Washington High (76.8%), Granby High (80.3%), and Lake Taylor High (80.6%). Chronic absenteeism has been cut nearly in half over the same period, dropping from 46.7% to 25.5%, although it still trails the state average of 14.8% and Churchland High's 14.4%. Notably, within the same Portsmouth City Public Schools district, Churchland High ranks 20th in the state while spending less per student than Norcom, illustrating both the challenge and the opportunity for continued growth.

The school shows remarkable strengths in social studies and geometry, with World History I proficiency rates well above state averages and 9th-grade Geometry at 91.4%. African American students at Norcom now rank in the 59th percentile statewide, up from the 32nd percentile two years ago, and military-connected students improved from the 1st to the 53rd percentile. Writing proficiency remains the clearest area for improvement, with 11th-grade Writing at 60.7% compared to the state's 79.9%. With a student-teacher ratio of 13.4:1 and steady gains across multiple measures, Norcom appears well positioned for continued improvement.
