Summary

Kiln Creek Elementary is a PK–5 school in Newport News, VA, serving 553 students in Newport News City Public Schools. The school serves a very high-poverty population, with a free/reduced lunch rate above 100%, and currently holds a 1-star state rating (26th percentile), down from a 3-star mid-tier rating in the mid-2010s. Across 2025–2026 SOL tests, average proficiency is about 64% — above the district's 61% but below the state's 72%. Strengths include 5th grade math (70.6% vs. 59.8% district) and 3rd grade math (71.1% vs. 66.1% district), while 4th grade math lags at 58.8%.

The school's clearest success is attendance: chronic absenteeism fell from 34.1% in 2021–2022 to 16.0% in 2024–2025, now below the district average. Subgroup results are encouraging in places — Hispanic students rank in the 55th percentile statewide, African American students in the 37th, and military-connected students jumped from the 9th to 35th percentile. Among nearby Newport News schools, Kiln Creek is mid-pack, similar to Richneck Elementary and T. Ryland Sanford Elementary, and above George J. McIntosh Elementary and Joseph H. Saunders Elementary.

The contrast with nearby York County Public Schools is stark: Mount Vernon Elementary posts roughly 89% average proficiency, Coventry Elementary about 86%, and Grafton Bethel Elementary about 84%, compared to Kiln Creek's 64%. Per-student spending at Kiln Creek ($10,588) is actually higher than at those schools, suggesting poverty and class sizes matter more than funding. The student-teacher ratio jumped from 15.5 to 21.2 in one year. The biggest concern is disabled students, who rank at the 7th percentile statewide. Still, with improving attendance and solid district-relative performance, Kiln Creek shows signs of cautious progress.
