Summary

Beulah Elementary is a PK–5 elementary school in North Chesterfield, VA, serving 902 students as part of Chesterfield County Public Schools. The school serves a mostly low-income community, with around 77% of its students eligible for free/reduced lunch. Academically, Beulah Elementary has seen a sharp decline over the past decade, dropping from the 68th percentile in Virginia school rankings in 2016–17 to the 7th percentile in 2025–26. On the most recent SOL tests, its average proficiency rate was about 49%, compared to roughly 71% across the district and the state.

Compared with nearby schools, Beulah Elementary stands out for its size and funding. It enrolls the most students of any school in the area, yet spends the least per pupil: $7,402, compared with O.B. Gates Elementary's $11,453. These two schools have nearly identical poverty rates, but O.B. Gates Elementary ranks in the 70th percentile statewide, while Beulah Elementary is in the bottom 10%. Jacobs Road Elementary serves a similar population and ranks in the 50th percentile. Several of Beulah's neighbors, including Bellwood Elementary, Bensley Elementary, Falling Creek Elementary, J.A. Chalkley Elementary, and Salem Church Elementary, also sit in the bottom 10% of Virginia schools.

There are some encouraging signs. Beulah Elementary has shown real improvement in 3rd grade math and reading since 2022–23, and 5th grade science has also ticked upward. Among student subgroups, African American students have the school's highest state ranking, at the 18th percentile. However, upper elementary results remain weak—only about 41% of 5th graders pass math, and 4th grade social studies proficiency fell to 36%. Chronic absenteeism spiked to 19.6% in 2024–25, up from 13.5% the year before and above both district and state averages. Given that O.B. Gates Elementary demonstrates what's possible with a similar student profile, Beulah's performance is not an inevitable outcome—it will require focused work on instruction, attendance, and resources.
