Summary

J.A. Chalkley Elementary is a PK-5 school in Chesterfield, VA, serving 835 students for the 2025-26 school year as part of Chesterfield County Public Schools, and it currently ranks in the bottom 6% of Virginia elementary schools.

Academic performance at Chalkley is well below both district and state averages across nearly every grade and subject. On recent SOL tests, 3rd-grade reading proficiency was just 34.9% compared to 67.6% statewide, and 3rd-grade math was 41.4% versus 74.0% statewide. Gaps of 15 to 33 percentage points appear in every tested subject. The school's overall ranking places it at the 6th percentile of Virginia elementary schools, well behind nearby same-district schools like Jacobs Road Elementary (50th percentile) and A.M. Davis Elementary (26th percentile). Even Broad Rock Elementary, a Richmond school serving a 99% free/reduced-lunch population, ranks higher.

Chalkley serves a predominantly economically disadvantaged student body — 77.7% qualify for free or reduced-price lunch. Chronic absenteeism stands at 20.9%, down from 32.5% two years ago but still above the state average of 14.8%. The school's student-teacher ratio of 9.3 is favorable compared to peers like Jacobs Road (13.4) and Bensley Elementary (11.0), yet per-pupil spending of $8,391 is lower than several nearby schools including Broad Rock ($13,168) and J.L. Francis Elementary ($11,278). Subgroup outcomes are especially concerning for English learners (2nd percentile) and disabled students (4th percentile) relative to statewide rankings. Importantly, nearby schools with similar poverty rates — such as Jacobs Road (77.1% FRL) — achieve far stronger results, suggesting that attendance, instructional quality, and targeted interventions may be key levers for improvement.

Open Quote I was assigned to JAC ES as an itinerate resource teacher and it was my home school. From the first week, I worked there, I was confronted with things I wish no one ever had to deal with again. Administrative negligence, looking over behaviors and violence in the classroom, like throwing chairs and desks, kids choking each other, stabbing other students with pencils, and even at one time in the year a kid brought ammunition from a firearm. The Admin walked on eggshells with behaviors because of the ages of the kids, but the teachers were the ones being abused and putting up with it all. Worst school in CCPS. Close Quote
