Highmark Charter School

Highmark Charter School is an alternative public charter school in South Weber, Utah, serving 668 students in grades K–9 as its own district. The school’s student-teacher ratio was 18.2 in 2024–25, an improvement from 19.5 two years earlier. Its reported free/reduced-price lunch rate was 0.6%, much lower than at several nearby charter schools, although this measure can be affected by eligibility and reporting practices and does not fully describe student needs. The school’s most significant operational concern is attendance: 30.9% of students were chronically absent in 2024–25, compared with 23.8% statewide.

Academically, Highmark has a mixed but generally competitive profile. Across tested grades in 2025–26, average proficiency was approximately 44.8% in English language arts, 38.5% in mathematics, and 47.9% in science. Mathematics is the clearest priority, particularly in 5th grade, where 20.4% of students were proficient, and 7th grade, where 25.0% were proficient. Results were stronger in 4th-grade ELA and math and in several 6th-grade subjects. Highmark also outperformed Ogden Preparatory Academy in every listed grade-subject comparison, though the schools have very different reported student populations and should not be viewed as exact peers.

Highmark’s strongest and most encouraging results came in 9th grade: 53.3% proficiency in ELA, 46.7% in math, and 59.0% in science, exceeding both Utah averages and the comparable results reported by Davinci Academy and North Davis Preparatory Academy. However, those schools reported much lower chronic absenteeism—11.2% each, compared with Highmark’s 30.9%. Overall, Highmark appears to have a solid academic foundation, especially near the end of its grade span, but families and school leaders should pay close attention to attendance and inconsistent 5th- through 8th-grade performance.
