Summary:

This analysis examines seven elementary schools in zip code 77089, serving grades PK-4 or PK-5, located in a high-poverty area of Houston, Texas, split between the Clear Creek Independent School District (Isd) and the Pasadena Independent School District (Isd).

The standout school is Arlyne & Alan Weber Elementary, the only school in the Clear Creek ISD, which consistently scores above state averages in Reading and Math and holds a 4-star rating. In contrast, the six Pasadena ISD schools show a wide range of performance. Frazier Elementary and Moore Elementary are consistent performers, each maintaining a 4-star rating for multiple years with strong Math and Reading scores, respectively. Stuchbery Elementary is the most improved, jumping from a 1-star to a 3-star rating in one year. Meanwhile, Burnett Elementary and Meador Elementary face significant challenges, with the highest rates of economic disadvantage and scores well below state averages.

A key finding is that higher spending does not guarantee success. Weber Elementary has the lowest per-student spending ($9,546) and the largest class sizes (17.6:1), yet it is the top performer. Conversely, Burnett Elementary has the highest spending ($13,422) but struggles academically. Another notable insight is the "Spanish Test" effect at several Pasadena ISD schools, where students often perform much better on Math tests administered in Spanish, indicating strong math skills that are masked by English language barriers. Finally, because Weber is the only school serving 5th grade, it is the only one with 5th-grade STAAR data, showing strong readiness for middle school (76.85% proficient in Reading, 74.07% in Math).
