Summary

Runge Elementary is a very small, rural PK-6 school in Runge, TX, serving just 102 students within the Runge Independent School District (Isd), where over 81% of students qualify for free or reduced-price lunch.

Despite a favorable student-to-teacher ratio of 9.4:1 and higher-than-average per-pupil spending ($12,726 per student), Runge Elementary’s academic performance is critically low and declining. In the most recent testing year, proficiency rates in Reading and Mathematics were drastically below state averages and far worse than every nearby school. For example, in 4th Grade Math, only 10% of Runge students were proficient, compared to 54.17% at Pettus Elementary and 90.91% at Yorktown Elementary. In 5th Grade Reading, just 15.38% of Runge students were proficient, versus 64% at Kenedy Elementary. The school’s state ranking has dropped from the 26th percentile in 2017-2018 to the 3rd percentile in 2025-2026, placing it far below competitors like Yorktown Elementary (76th percentile) and even Karnes City Elementary (17th percentile).

The most telling comparison is with Kenedy Elementary, just 9.59 miles away, which serves a similarly high-poverty population (85.68% free/reduced lunch) but significantly outperforms Runge in every subject and grade level. This demonstrates that poverty alone does not determine outcomes, and Runge’s struggles are likely due to school-specific factors. A troubling trend is the catastrophic performance in Mathematics, with 0% of 4th graders proficient in 2024-2025 and only 8.33% of 5th graders proficient in 2025-2026. While there was a glimmer of hope in 2018-2019 when the school ranked in the 80th percentile for serving Special Education students, that success has not been replicated. The data suggests an urgent need for a comprehensive review of curriculum, instructional practices, and leadership to reverse this multi-year decline.
