Summary

Hobbs Williams Elementary in Grand Prairie Independent School District (Isd) serves 632 students from Pre-K through 5th grade in a high-poverty area, where nearly 90% of students qualify for free or reduced lunch.

This school has experienced a dramatic and concerning decline in academic performance over the past several years. Once a high-performing school ranking in the 85th percentile statewide in 2019, it has since fallen to the 17th percentile, earning a 1-star rating. This decline is most severe in mathematics, where proficiency rates are 10-15 percentage points below the district average and roughly 20 points below the state average. For example, only 24.1% of 5th graders were proficient in math in the most recent school year, compared to 52% at the nearby Ellen Ochoa Stem Academy At Ben Miliam Elementary. Science scores are also alarmingly low, with just 4.69% of 5th graders scoring proficient on the STAAR Science test, the lowest among its immediate peers. The school is particularly struggling to support its most vulnerable students, with "Special Education Students" ranking in the 3rd percentile statewide.

Interestingly, the school was a success story before the pandemic, suggesting that effective strategies were once in place. The "Gifted and Talented" subgroup ranks in the 66th percentile, indicating resources may be concentrated on higher-performing students. A nearby charter school, Golden Rule Grand Prairie, serves a similar demographic but has shown significant improvement, jumping from the 17th to the 51st percentile in one year, offering a potential case study for recovery. Additionally, the school's bilingual program appears effective in early grades but struggles to maintain momentum as academic content becomes more complex.

Open Quote My Child was in the Kindergarten and did not learn the required skill for her level. When going to the staff and Principal several times about getting tutoring since they are a Title1 school, I was told that they do not offer tutoring until second grade. It seemed as though the teacher was out more than she was in class and the children suffered. Close Quote
