For instance, Alma Brewer Strawn Elementary (89.22% poverty) achieved a 42.19% proficiency rate in 3rd grade reading—3.4 times higher than Cedar Creek's 12.3%. Even more striking, Colony Oaks Elementary, located just 7.5 miles away in the same district, ranks in the 58th percentile with proficiency rates often 3-4 times higher.

The decline is systemic, affecting every student group, including the Gifted and Talented program, which ranks in the 1st percentile. The only positive outlier is a significant improvement with English Language Learner (ELL) students, who jumped from the 3rd to the 21st percentile in the most recent year. Science is a critical weakness, with only 9.57% of 5th graders proficient. This data suggests that poverty alone does not explain the school's struggles, and a comprehensive, data-driven turnaround strategy is urgently needed to reverse this long-term trend.
