Summary

Popham Elementary in Del Valle, TX, is a PK-5 campus in the Del Valle Independent School District (Isd) serving 698 students in a high-poverty area, where over 90% of students qualify for free or reduced lunch.

Popham Elementary is the lowest-performing school in its immediate peer group within the district, ranking in the 12th percentile statewide. This is dramatically lower than nearby district peers like Newton Collins Elementary (57th percentile) and Smith Elementary (33rd percentile), and far behind Palm Elementary (60th percentile) in the Austin Independent School District (Isd). Math proficiency is a critical weakness, with only 23.71% of 4th graders and 18.27% of 5th graders proficient, roughly half the state average. Science scores are alarmingly low, with just 10.53% of 5th graders proficient in 2024-2025. The school also has a relatively high student-teacher ratio of 16.6, larger than most nearby schools, which can challenge individualized instruction.

Despite these challenges, Popham has two notable strengths. Its English Language Learner (ELL) program is a bright spot, with ELL students ranking in the 33rd percentile statewide—a significant improvement from the 14th percentile two years prior. Additionally, the bilingual Spanish program outperforms the standard English curriculum; for example, in 2024-2025 5th Grade Reading, Spanish test takers scored 35.14% proficient versus 28.57% for English test takers. The school has also shown a tentative recovery from a low of the 7th percentile in 2018-2019 to its current 12th percentile, marking the first upward trend in years. Compared to its sister school, Del Valle Elementary, Popham has a slight edge in early grades, outperforming in 5th Grade Reading (41.94% vs. 34.48%) and 3rd Grade Math (32.46% vs. 25.42%).
