Summary

Stephens Elementary in Houston, TX, is a 1st through 5th grade campus within the Aldine Independent School District (Isd), serving 517 students in a high-poverty area where over 90% qualify for free or reduced lunch. The school has a notable strength in its bilingual math program for younger students, with 50% of 3rd graders proficient on the STAAR Spanish Math test, significantly outperforming nearby schools like Worsham Elementary (8%) and Orange Grove Elementary (20%). However, this advantage fades by 5th grade, where Spanish test-takers drop to 0% proficiency, while English test-takers reach 24.27%, suggesting challenges in transitioning students to English-language academics in upper grades.

Despite spending $11,848 per student—higher than the nearby high-performing Worsham Elementary ($13,403) and the charter North Central Elementary ($12,356)—Stephens has seen a gradual decline from a 60th percentile state ranking in 2018-2019 to its current 19th percentile. This contrasts sharply with Worsham Elementary, located just 1.17 miles away and serving a similar demographic, which is rising to the 45th percentile and outperforms Stephens in nearly every subject, including 5th Grade Science (32.88% vs. 9.89%) and 4th Grade Reading (62% vs. 35.9%). The Yes Prep Public Schools Inc charter, North Central Elementary, also demonstrates high performance is achievable with this student population, ranking in the 56th percentile.

Key areas of concern include a dramatic decline in outcomes for African American students, dropping from the 64th percentile statewide in 2021-2022 to the 2nd percentile by 2025-2026, and persistent weakness in 5th Grade Science, where only 9.89% were proficient compared to 29.57% statewide. The school also shows volatile 4th Grade Math scores, fluctuating between 45% and 53% proficiency in recent years. With a low student-teacher ratio of 16.2 and higher-than-average spending, the school has the resources to improve but needs to replicate successful strategies from its higher-performing neighbors like Worsham Elementary and North Central Elementary.

Open Quote This used to be a great school. The new principle, Ms Perez, is terrible. She is a massive control freak and changed everything. This was an A school. She didn't need to make all these changes. Dismissal is a nightmare. Wenarenon week two and I still wait in a line untiln4 pm to get my baby. The principle runs up and down tge sidewalk screaming at kids and teachers. This used to be a happy place. Not anymore. Close Quote
