Summary

Texas School For The Deaf in Austin, TX, is a specialized state-run school serving 500 students from Pre-Kindergarten through 12th grade, operating as its own independent district with a mission focused on deaf and hard-of-hearing students.

This school's academic proficiency rates are consistently lower than state averages and nearby schools, which is a direct result of its specialized mission to educate students with significant language and communication barriers. For example, 3rd-grade reading proficiency was 5.88% compared to the state's 51.08%, and 3rd-grade math proficiency was 0% versus the state's 44.33% in the 2025-2026 school year. This pattern is similar to the Texas School For The Blind And Visually Impaired, located just 4.2 miles away, which also serves students with sensory disabilities and shows similarly low proficiency rates. In contrast, nearby Valor South Austin, a high-performing charter school with a low poverty rate, boasts proficiency rates often exceeding 70%.

Despite low elementary and middle school scores, there are signs of academic growth in high school. In the 2023-2024 school year, Biology End-of-Course (EOC) proficiency reached 44.44%, and U.S. History EOC scores are consistently the highest-performing subject, reaching 30.77% in 2025-2026. These results suggest students make significant gains as they progress through the specialized curriculum. However, standardized test scores are an inadequate measure of success for this unique institution, as they cannot capture critical metrics like student progress in American Sign Language acquisition, post-graduation outcomes, or student satisfaction within a culturally Deaf environment.

Open Quote It is difficult to provide an education for the hearing impaired and then base results on standardized test scores that do not take into account the disability of the child. If a child cannot hear, he or she misses a lot of contextual information on a STAAR or EOC exam. It is interesting because although deafness is NOT considered a cognitive impairment, many of the test questions are geared toward a hearing world.
Our neighbor is on the football team at TSD and he has done quite well in school. He feels humiliated by "rankings" that do not address the deaf community: namely that the students and staff are uncaring.
I am not a professional educator, but I can only imagine the frustration these kids must feel when having to "compete" on the standardized tests the district and state set up.
Imagine a life where you have normal or above normal intelligence. Then imagine the football plays that you have memorized over and over, and intricate hand signals that take time. Then, add that your team has a large bass drum to alert you when the whistle has been blown or (a different pattern on the drum) a flag has been thrown.
How can this football team have won nine of twelve games last season against other players who can hear?
Personally, I do not think that it is fair for anyone to compare children BASED ON TEST SCORES ALONE, especially when the deck is stacked against them. My children are hearing, therefore they go to "higher" rated schools. I have helped one of my three daughter a lot with testing prep, because she doesn't test well.
Here is a sample from the AISD website for a middle school test question:

"Which figure of speech is used in this text?
'You've reached Jake Brennan's voice mail. Please leave a detailed message at the beep, and I will return your call at my earliest convenience.'"

Nice. If you are deaf, you don't have the same context. This is for seventh grade. And so on it goes. Close Quote
