High Schools in Carter County Schools

Carter County Schools operates five high schools in rural northeastern Tennessee — four comprehensive high schools plus an alternative school — serving roughly 1,398 students across grades 5 through 12. The district as a whole is ranked 108 out of 141 Tennessee districts (23rd percentile) with a 1-star rating, but that low district-level ranking disguises meaningful success at individual schools. In fact, Hampton High School and Happy Valley High School each earn 3 stars and rank in the mid-50th percentile statewide, notably better than the district overall.

Among the four comprehensive schools, Hampton is the current district leader with a 2025-26 state rank of 170 (57th percentile), a dramatic jump from 258th two years ago. It also has the best attendance in the district — just 9.3% chronic absenteeism — and the strongest Algebra I scores at 36.1% proficiency, above the state average. Happy Valley posts the highest graduation rate (96.5%) and lowest dropout rate (3.5%) while leading the district in Biology I (56.7%) and Algebra II (32.6%). Cloudland High School is the most academically uneven: it dropped from 135th to 212th statewide and has the highest dropout rate (6.3%), yet it leads the district in English II (65.6%) and social studies (76.9%). Unaka High School ranks 210th and struggles most in math, with a concerning 7.4% Algebra II proficiency rate. The Carter County Alternative School, serving just 61 students in a distinct at-risk setting, has no comparable test or rank data.

District-wide, English II and Biology are relative strengths, while Algebra II and Geometry are the clearest weak spots — no school reaches the state average in either subject. Attendance appears closely tied to outcomes: Hampton's 9.3% chronic absenteeism accompanies its top ranking, while Cloudland's 19.8% rate accompanies the district's lowest graduation rate. Encouragingly, several schools posted substantial year-over-year gains — Hampton's Geometry proficiency more than doubled, Unaka's tripled, and both Hampton and Happy Valley made strong strides in Biology I and English II. For parents, the bottom line is that Carter County high schools offer genuine bright spots, especially at Hampton and Happy Valley, but math beyond Algebra I remains the area most in need of attention.
