Summary:

The Orangeburg school district in South Carolina is home to 15 elementary schools serving grades PK-5, with two exceptions: Edisto Primary (PK-2) and Edisto Elementary (3-5), which operate as a split campus. The district overall ranks in the bottom quartile of the state, but that average hides a dramatic range of outcomes, from one of the best elementary schools in South Carolina to one of the most challenged.

The standout is Lockett Elementary, which ranks in the top 13% of schools statewide with a 4-star rating. Its 4th grade math proficiency rate of 88.9% is more than double the district average and far exceeds the state average, and it also has the lowest chronic absenteeism rate in the district at 18.4%. At the other end of the spectrum, Mellichamp Elementary ranks in the bottom 1% of the state, with 5th grade math proficiency at just 11.1% and a chronic absenteeism rate of 36.7%. Notably, Mellichamp spends the most per student in the district at $25,614, while Lockett spends a modest $14,651—a clear sign that higher spending does not automatically translate to better results.

Chronic absenteeism is a district-wide challenge, averaging 30.9% versus the state's 22.3%, with 10 of 15 schools exceeding the state average. Dover Elementary and Edisto Elementary have the highest rates at nearly 40%, while Elloree Elementary and Brookdale Elementary join Lockett below the state average. There is also a consistent pattern of declining proficiency in upper grades across most schools, and Whittaker Elementary showed a dramatic turnaround in 3rd grade ELA, jumping from 21.8% to 50% proficiency despite high absenteeism. For parents, Lockett demonstrates what is possible in this district, while the middle-tier schools like Marshall Elementary and Holly Hill Elementary offer more moderate but still challenging environments.
