Summary

School 23-Francis Parker is an elementary school in Rochester, New York, serving grades PK-6 with 307 students. While the school consistently outperforms the Rochester City School District average in English Language Arts and Math proficiency, its overall performance still lags behind the statewide averages.

One key finding is the significant disparity in performance between White students and other subgroups, such as African American, Hispanic, and Special Education students at School 23-Francis Parker. This suggests the school may need to implement targeted interventions to address the needs of these underperforming subgroups. Additionally, despite a significant increase in spending per student, from $12,726 in 2020-2021 to $33,791 in 2023-2024, the school's overall ranking among New York elementary schools has remained relatively low.

When compared to nearby schools, School 23-Francis Parker generally outperforms the School 25-Nathaniel Hawthorne, School 33-John James Audubon, and School 35-Pinnacle in terms of student proficiency rates. However, the nearby Genesee Community Charter School and Innova Girls Academy Charter School demonstrate higher proficiency rates in certain grade levels and subject areas, suggesting School 23-Francis Parker could benefit from exploring their best practices.

Open Quote I currently have three sons at Francis Parker and have been impressed by the community of teachers and other families at this small school. The principal knows all of the kids and they know that she and her staff care about them. The differentiated learning program that allows for daily small group learning in ELA and/or Math gives the kids what they need, at their level no matter where they are academically. My kids have been fortunate to have this excellent program at #23 and remained challenged and engaged instead of bored and disruptive. Kudos to Rhonda Morien and her staff for engaging with the students and their families to build this amazing program. Close Quote
