Summary

Malpass Corner Elementary is a PK–5 public school in Burgaw, North Carolina, serving roughly 513 students in rural Pender County. Although it belongs to Pender County Schools, which ranks near the middle of North Carolina districts, the school itself places near the very bottom of the state's elementary rankings: 5th percentile (1,419 out of 1,492 schools) with a zero-star rating in 2025–26. Nearly all students (98%) qualify for free or reduced-price lunch, making it one of the highest-poverty elementary schools in the area.

Academic proficiency at Malpass is dramatically below district and state averages in every tested grade and subject. Roughly one in four fifth graders is proficient in math (27.5%) or science (27.5%), and only about one in five is proficient in reading (21.7%), versus district averages of 68.1%, 74.0%, and 57.3%. Gaps widen as students move through the grades: third-grade math proficiency is 55.7%, but it falls to 35.9% in fourth grade and 27.5% by fifth. Poverty alone does not explain the results. Nearby Rocky Point Elementary serves an almost identical low-income population yet ranks in the 47th percentile statewide, while Castle Hayne Elementary, about 14 miles away, ranks in the 71st percentile with 79.8% fifth-grade math proficiency.

Attendance is a serious concern. In 2024–25, 28.4% of Malpass students were chronically absent — meaning they missed enough school to fall behind — and that rate has exceeded 36% in two of the past four years, well above district and state averages. Staffing is also stretched: the student-to-teacher ratio has jumped from 12.4 to 17.5 in just two years. The comparisons with Castle Hayne and Rocky Point show that high-poverty students can achieve at far higher levels, which suggests Malpass's path forward likely depends on improving attendance, strengthening instruction in grades 4 and 5, and providing targeted support to students who are currently well below grade level.
