Summary

East Franklin Elementary is a K–4 school in Franklin, North Carolina, serving roughly 315 students in Macon County Schools. Like its closest district peers, the school serves an almost entirely low-income population—99% of students qualify for free or reduced-price lunch—yet it currently ranks 1,222nd of 1,492 North Carolina elementary schools, placing it in the 18th percentile with a 1-star rating for 2025–2026. That makes East Franklin the lowest-ranked elementary school in the district by a wide margin.

The school has been sliding steadily downward since 2021–2022, when it sat near the 59th percentile statewide. It has dropped in every ranking cycle since, falling to the 50th, 41st, 28th, and now 18th percentiles. Test scores trail both district and state averages in every subject tested. For example, only 44.4% of 4th graders are proficient in math, compared with about 61–62% at Iotla Valley Elementary and Cartoogechaye Elementary. In 4th grade reading, East Franklin's 42.9% proficiency rate trails Cartoogechaye's 65.7% by more than 20 points. These gaps are not explained by poverty or attendance: neighboring schools serve nearly identical populations, and East Franklin's chronic absenteeism rate of 16% is actually better than the state average of 24%.

The data also point to specific areas of concern. Fourth-grade performance falls sharply behind third-grade results, suggesting students lose ground as they advance. Subgroup outcomes are uneven: female students rank in the 8th percentile statewide, down from the 45th percentile two years earlier, while male students sit near the 36th percentile. With a favorable student-teacher ratio of 12.5 and attendance that is not a barrier, these results suggest the core challenges lie in classroom instruction and intervention quality rather than in student readiness or family circumstances. School and district leaders will need to target 4th-grade instruction and the specific student groups that are falling furthest behind.
