Summary

William T Brown Elementary is a PK–5 school in Spring Lake, NC, serving 562 students in Cumberland County Schools, where 98.2% of students qualify for free or reduced-price lunch. The school currently holds a 1-star rating and ranks 1,116th out of 1,492 North Carolina elementary schools, placing it in the bottom quarter statewide — though the most recent year did show improvement from the 15th to the 25th percentile.

Academically, the picture is mixed. William T Brown trails district and state averages in most subjects and grades, but there are notable exceptions. In 4th grade math, 62.5% of students were proficient — above both the district (54.9%) and state (61.4%) averages, and the second-highest rate among its immediate neighbors. The school also shows real strengths for specific groups: African American students rank at the 55th percentile statewide and Hispanic students at the 62nd percentile, each earning 3-star ratings. Gifted and Talented students are an exceptional bright spot, ranking in the 96th percentile with a 5-star rating — among the top 4% of advanced learners in North Carolina. By contrast, male students and special education students both rank at the 17th percentile, suggesting these groups would benefit from targeted support.

The biggest challenge is chronic absenteeism. At 46.6%, the rate is nearly double the state average (24.2%) and well above the district average (33.7%). This matters because nearby Howard L Hall Elementary and Long Hill Elementary serve similarly high-poverty populations — over 99% low-income — yet post absenteeism rates near 18% and rank significantly higher statewide. William T Brown also outspends those schools (roughly $12,758 per student versus $8,174–$8,556) while maintaining the highest student-teacher ratio in the area at 16.8-to-1. Near Fort Liberty, military-connected students appear to face unique hurdles, with limited data showing well below-average performance. Improving attendance and building on the school’s successes in 4th grade math and advanced learning stand out as the clearest opportunities for progress.

Open Quote The teachers at this school are horrible with a capital H. They treat poor students badly, and they call CPS on poor students much, much more than is necessary. They make the poor students feel bad because they treat the wealthier students so much better. My granddaughter was a bubbly, happy child. Now, she comes home every day from this school sad and depressed. She says her teacher does not like her and treats most of the other students better than her. Close Quote
