Highland Elementary is a K–5 school in Apple Valley, Minnesota, serving 662 students in the Rosemount-Apple Valley-Eagan district, which ranks 85th of 458 Minnesota districts (81st percentile, 4 stars). The school ranks 368th of 869 elementary schools statewide in 2025–2026 (58th percentile, 3 stars). Its proficiency is above the Minnesota average in math (48.5%), reading (52.5%), and science (31.6%), but below the district average in all three (53.3%, 57.8%, and 37.2%).

Highland's statewide ranking has slid steadily, from the 91st percentile with 5 stars in 2018–2019 to 58th percentile in 2025–2026. Math proficiency fell from 63.13% in 2022–2023 to 48.5%, and science dropped from 59.15% to 31.6%. Among nearby district schools it sits mid-pack: Shannon Park Elementary (89th percentile) and East Lake Elementary School (85th) rank far higher, while Parkview Elementary (54th) and Rosemount Elementary (41st) rank lower. Grade-level results show a sharp drop after third grade: third grade is strong (61.9% math, 55.4% reading, at or above district and state), but fourth grade falls to 45.7% math and 42.5% reading, below state, and fifth-grade math is 38.7%. Fifth-grade reading, at 60.5%, is a bright spot.

Effectiveness in serving student groups has also weakened. English Language Learner students, at the 95th percentile in 2023–2024, are now at the 59th; low-income students fell from the 59th to the 30th percentile and Special Education students from the 74th to the 47th. Poverty does not appear to explain the gap: Highland's free/reduced lunch rate of 26.89% is lower than Parkview Elementary (40.06%) or Greenleaf Elementary (40.03%), yet those schools score higher in math, and Diamond Path Elementary School Of International Studies has similar size and staffing, slightly higher poverty, and a 73rd-percentile rank. With a typical student–teacher ratio of 14.2, the decline points to instructional practice and intervention rather than resources alone. The most urgent priorities are fourth- and fifth-grade math, fourth-grade reading, the science slide, and support for low-income and special education students.

My son started Kindergarten there this year and we have had a wonderful experience. The staff are very personable and professional. They truely want every student to suceed. My son needed extra help for his reading and as soon as he started the reading recovery program we noticed a big difference. I would recommend this school to everyone. It is exceptional and I couldnt think of a better place for my son. I cannot wait to send my daughter in 2 years because I know that she will have so many opportunities to suceed!!!!! Close Quote
