Congdon Elementary is a PK–5 school of 474 students on Duluth's east side (3116 E Superior St), part of the Duluth Public School District. In 2025–26 it ranks 124th of 869 Minnesota elementary schools — 86th percentile, 4 stars — roughly 23 percentile points above its district. Proficiency is 65.5% in math, 64.0% in reading and 46.7% in science, versus state rates of 44.9%, 48.6% and 25.5%. About 20.68% of students qualify for free or reduced lunch, among the lowest rates around.

Congdon sits in a strong east-side cluster with Lakewood Elementary (93rd percentile), Lester Park Elementary (92nd), Homecroft Elementary (90th) and Lowell Elementary Spanish Immersion (81st), but within that group it now ranks fourth of five in math and reading. The most telling comparison is Lester Park: nearly identical enrollment and poverty (510 students, 21.18% free/reduced lunch) yet higher math (70.1), reading (67.0) and science (50.0), with a much smaller student–teacher ratio of 13.3 — Congdon's has risen from 14.5 to 16.3 to 16.6. Congdon still far outpaces higher-poverty neighbors such as Myers-Wilkins Elementary (26th percentile) and Laura MacArthur Elementary (24th).

Two trends are worth watching. After a decade in which Congdon never ranked below the 95th percentile and always earned 5 stars, it slipped to the 89th percentile in 2024–25 and 86th in 2025–26 — its lowest mark in ten years. Reading fell about 10 points in a year (75.19% to 64.0%), concentrated in 3rd grade (49.4%), while 4th grade math (79.2%, about 24 points above the state) and 5th grade reading (74.4%) remained strong. Science dropped from about 90% to about 47%, but the state test changed from MCA-III to MCA-IV over that period, so this looks more like a testing change than a real decline. The low-income subgroup fell from the 85th to the 38th percentile in two years, and special education from the 79th to the 67th, widening the internal gap. Congdon remains a well above-average four-star school whose next gains likely lie in smaller classes and support for its lowest-performing groups.
