Karner Blue Education Center

Karner Blue Education Center is a small alternative school in Blaine, Minnesota — a northern Twin Cities suburb — serving 101 students in grades K through 9 within Northeast Metro 916, the area's intermediate district for special-education and alternative programs, and it runs a very low-caseload model with a 3.2 student–teacher ratio, roughly one certified adult for every three students.

In 2025-2026, 16.2% of students met proficiency in math and 14.9% in reading — both slightly above the Northeast Metro 916 district rates, though well below the statewide averages. Science is the weak spot: at 11.8%, the school trails its own district, and that has been true in all four years. Still, the long-term direction is up in every subject — math gained 5.5 points over four years, reading 3.8, and science 7 — even as the share of students eligible for free or reduced-price lunch climbed from 46.9% to 59.4%. Against its closest comparable school, River Trail Learning Center @ LO Jacob, Karner Blue is essentially tied in math (16.2% vs. 16.7%) but behind in reading and science. Grade-level results vary widely: 4th grade posted 44.4% in math and 31.3% in reading, while 8th grade reported 0% in both — a small cohort, not a school-wide verdict.

A few caveats matter for parents. With 101 students spread across six tested grades, one or two students can shift a percentage by several points, and the state withheld some figures (7th grade math and reading, 5th grade reading, and 5th and 8th grade science) to protect student privacy — those are unknown, not zero. Karner Blue is also the only school in its comparison group that ends at 9th grade, so it reports no graduation or dropout rate, and students generally move to another setting for grades 10–12.
