Summary

Lowry Elementary School in Tampa, FL, serves 755 students in grades PK-5 and is a solidly mid-tier performer within the Hillsborough district, holding a 3-star rating (63rd percentile) for the past three years after a peak 4-star rating in 2021-2022. The school stands out for its exceptionally low chronic absenteeism rate of 23.0% in 2023-2024, which is far better than the district (31.3%) and state (31.4%) averages, and significantly lower than nearby lower-performing schools like Davis Elementary School (37.5%) and Bellamy Elementary School (30.2%). This suggests a positive school culture and strong family engagement, even as it remains higher than top-tier neighbors like Bryant Elementary School (7.0%) and Westchase Elementary School (16.3%).

Lowry serves a relatively affluent student body, with only 28% qualifying for free/reduced lunch in 2024-2025, and its academic performance aligns with this middle-of-the-road economic profile—neither over-performing nor under-performing relative to its poverty level. The school shows a clear strength in Mathematics over English Language Arts (ELA), with 2025-2026 Math proficiency rates (74%, 75%, 58%) consistently higher than ELA rates (65%, 71%, 59%) across all tested grades. However, a concerning "5th grade slump" appears each year, with proficiency dropping from 4th to 5th grade in both subjects—for example, 4th Grade Math at 75% falls to 58% in 5th Grade—suggesting a need for targeted intervention during that transition.

Lowry sits in a highly diverse educational landscape, outperforming struggling schools like Woodbridge Elementary School and Slam Academy Tampa Elementary by wide margins, while being outperformed by high-flying schools like Deer Park Elementary School and Hillsborough Academy Of Math And Science just a mile or two away. Its relatively low per-student spending of $11,638 (2024-2025) is significantly less than higher-poverty neighbors like Davis ($13,853) and Bellamy ($13,270), indicating efficient resource allocation. For families seeking a stable, middle-ground option in a polarized neighborhood, Lowry offers a reliable choice with strong attendance and solid math instruction.

Open Quote The teachers don't actually teach you anything, or atleast they didn't when i was there(i was there for 4th and 5th grade, i am in 8th grade now), i was a straight A student and Aced the final testing but after i moved i needed so much summer school because they didn't actually teach you anything
The teachers and administration don't really pay attention to the kids either, the nurse doesn't do anything to help a sick student, and they don't pay attention to kids when they report bullying. 0/10 this is a BAD school Close Quote
