The SEED PCS of Washington DC is a public charter high school in the Congress Heights neighborhood of Southeast Washington, DC, serving 245 students in grades 9 through 12 as part of the Seed Pcs charter network. The school has seen one of the District's most dramatic declines: in 2013–2014 it ranked 6th out of 35 DC high schools with a 4-star rating, but by 2025–2026 it had fallen to 35th out of 36 schools with 0 stars. Academic proficiency now sits in the single digits across every tested subject — just 4.4% of students are proficient in English Language Arts and 3.1% in Mathematics, compared to state averages of 39.6% and 28.2%.

What makes this concerning for parents is that SEED is the most expensive school in its comparison group, spending $67,610 per student in 2023–2024 — more than double the spending at Eastern High School ($27,944) and far above Phelps Architecture Construction and Engineering High School ($31,347).
