Summary

Bucks Hill School is a Pre-K–5 elementary school in Waterbury, CT, serving 283 students in a high-poverty area where roughly 80% of families qualify for free or reduced-price lunch. The school is part of the Waterbury School District, which ranks near the bottom of Connecticut districts, yet Bucks Hill School has been climbing steadily. In 2025-26, it ranked 386th of 491 elementary schools (21st percentile statewide), its best showing in a decade and the second-highest rank among Waterbury's public elementary schools, behind only Regan School.

Bucks Hill has several bright spots. Math is a clear strength: in the latest SBAC results, the school beat the Waterbury district average in every grade level tested, with 5th-grade math proficiency (34.9%) finishing 12.2 points above the district and just 11 points below the state. Chronic absenteeism has also improved dramatically, falling from 28.8% in 2022-23 to 14.6% in 2024-25 — below the state average. Hispanic students, who make up a large share of the enrollment, performed at the statewide median for their subgroup, a notable achievement. The school also benefits from a very low student-teacher ratio (7.2) and high per-pupil spending.

The biggest challenge is English Language Arts, where proficiency runs roughly 20–30 points below state averages. Boys also lag girls significantly. The comparison with Regan School, located just 0.65 miles away with nearly identical poverty levels, shows what's possible: Regan ranks 300th (39th percentile), has far lower chronic absenteeism (4.3% vs. 19.8%), and outperforms Bucks Hill in nearly every subject. Still, Bucks Hill's upward trajectory — moving from the 2nd percentile in 2015-16 to the 21st percentile today — suggests genuine progress worth watching.
