Summary

R. Roger Rowe Elementary is a top-ranked public K-5 school serving 316 students in the affluent community of Rancho Santa Fe, California, operating within the highly-rated Rancho Santa Fe Elementary district.

The school consistently performs in the top 1% of California elementary schools, with recent proficiency rates near 85% in English and Math, far exceeding state averages. It stands out for its exceptional support for all learners, having been ranked #1 in the state for its Special Education students. With a low student-teacher ratio of 14:1 and per-student spending significantly higher than neighboring schools, R. Roger Rowe Elementary operates with considerable resources. While its academic results are elite, they are closely matched by some nearby schools like Solana Ranch Elementary and Solana Santa Fe Elementary in the Solana Beach Elementary district, which achieve similar excellence with less funding and larger class sizes.

An interesting point for parents to note is the school's chronic absenteeism rate, which, at 12.5%, is higher than that of its immediate high-performing peers, though still below the state average. The school is part of a remarkable geographic cluster of excellent elementary schools in North San Diego County, including those in the Poway Unified and Encinitas Union Elementary districts. Its decade-long record of top-tier performance and specific success with diverse student groups confirms its status as one of California's most consistently outstanding public elementary schools.

Open Quote Enrollment has declined because the quality of the school has gone downhill. Hiring of friends and family results in poorly qualified teachers and staff. Administrative staff are very overpaid compared to counterparts in similar schools. The elementary principal had little experience before the school and is not trained. Our opinion is that there were a lot of administrative mistakes and problems which were blamed on individual children. The board does nothing to hold administrators and teachers accountable. Don't be fooled by the well funded marketing campaign of the foundation. Talk to the families who moved out of this district or to private school - there are plenty to be found. Close Quote
