Summary

Baxter Elementary is a small PK–6 school in Anchorage, Alaska, serving 239 students as part of the Anchorage School District. It currently holds a 1-star rating and ranks 148th of 166 Alaska elementary schools (11th percentile). That is a sharp decline from 2014–15, when Baxter ranked in the 85th percentile with 4 stars — and the percentage of students qualifying for free/reduced-price lunch has stayed near 67% in recent years, so poverty alone doesn't explain the drop.

The clearest concern is math. Baxter's math proficiency rate is 12.8%, compared with 32.2% statewide, and science is also far behind (22.6% vs. 37.8%). English language arts, at 23.9%, is much closer to neighboring schools. Nearby schools with similar or higher poverty rates tell the same story: Susitna Elementary, less than a mile away, has almost the same free/reduced-price lunch rate yet beats Baxter in every subject and posts nearly double the science proficiency. Russian Jack Elementary serves a much higher-poverty population but still outperforms Baxter in math (29.0% vs. 12.8%). Scenic Park Elementary has a lower-poverty enrollment, yet its 48.2% math rate is nearly four times Baxter's.

Money is not the differentiating factor. In the most recent comparable data, Baxter spent about $20,153 per student — well above the $13,687 spent at Scenic Park or the $13,238 spent at Susitna. Baxter hit an unusual low in 2024–25, when math proficiency fell to 5.5% and the school ranked 174th of 175 schools. Results in 2025–26 bounced back, with ELA returning to 23.9%, but math and science remain below their 2022–23 levels.
