Summary

Tongass School of Arts and Sciences Charter School is a small public charter elementary school in Ketchikan, Alaska, serving about 140 students in grades PK through 6 as part of the Ketchikan Gateway Borough School District. The school once stood out academically — ranking in the 72nd percentile with a 4-star rating in 2017-18 — but its statewide standing has declined steadily over the past decade, dropping to a 1-star rating in the 25th percentile in the most recent year. Since the school is so small, year-to-year results can shift considerably based on which classes are moving through each grade level.

Science is clearly Tongass's strongest subject. In 2025-26, 50% of its students scored proficient in science, far above the district's 35% and the state's 38% — a pattern that has held for several years. Math also improved this past year, reaching 32.1% proficiency, which matches the state average and tops nearby Houghtaling Elementary (32.25%). English language arts, however, remains the school's biggest challenge. At 23.75% proficiency, Tongass trails both the district (28.12%) and the state (32.89%), and reading scores have been below average for several consecutive years. The gap is especially noticeable in 6th grade, where only 19% of students were proficient in ELA, compared with nearly 36% statewide. Tongass does outperform its fellow charter school, Ketchikan Charter School, in science, math, and ELA, and also beats Houghtaling by a wide margin in science.

The bottom line for parents is that Tongass offers a genuinely strong science program and improving math scores, but reading and language arts are holding the school back from its earlier reputation. Compared with other local elementary options, Tongass performs similarly to or better than Fawn Mountain Elementary in some subjects that school is ahead in reading and math, while Point Higgins School has posted stronger statewide rankings in some recent years. For a family weighing school choices, Tongass is a small, close-knit charter with a clear identity in arts and sciences, but it is worth asking how the school plans to strengthen literacy across all grade levels.
