Summary

Hemmenway Elementary in Katy, TX, is a PK-5 campus within the Cypress-Fairbanks Independent School District (Isd) serving 947 students, with a high percentage of families (88.6%) qualifying for free or reduced lunch, making it the highest-poverty school among its nearby peers.

Hemmenway has historically ranked in the 31st to 46th percentile statewide, and its most recent ranking places it in the 31st percentile, indicating below-average performance. A key concern is persistent underperformance in mathematics, with 5th-grade math proficiency at just 25%—the lowest among nearby schools and roughly half the district average. In contrast, 4th-grade reading (55.17%) was the only grade-level subject to outperform the state average (53.04%). Notably, just 1.65 miles away, Robinson Elementary serves a similar demographic (81.61% free/reduced lunch) but achieves dramatically better results, ranking in the 68th percentile with 5th-grade math proficiency more than double Hemmenway's (56.45% vs. 25%). This suggests that challenges at Hemmenway are not solely due to its student population but also relate to school-specific strategies or resources.

An interesting bright spot is the school's service to Multi-Racial students, who ranked in the 80th percentile statewide in 2025-2026—a dramatic improvement from 1-star rankings in prior years. However, Special Education performance has been volatile, dropping from a 3-star ranking to a 1-star ranking in the same period. Nearby Harmony Science Academy - Cypress, a charter school with a less economically disadvantaged population (67.38% free/reduced lunch), ranks in the 75th percentile and significantly outperforms Hemmenway in every subject, providing a benchmark for what is achievable in the same geographic area.

Open Quote There are more bad teachers and staff members than there are good.
Some care, as they should when it comes to keeping children safe, but alot more do not care.
The new teachers here are not well educated and do not know how to properly manage and teach a classroom.
My child's time here has not been pleasant.
Bullying is not taken seriously and issues with the teachers are not taken seriously.
My child comes home almost every single day miserable because of this school.
We would rather home school than force my child to continue to attend a place that is not enjoyable nor protects/teaches. Bottom line is this school looks good but at its core it is not about the students/parents needs.
Many parents are having the same problems as I am.
We feel as though they look out for their own people rather than holding their faults accountable.
I highly recommend looking into other schools!! Close Quote
