Summary

Rocky Mountain Elementary is a 322-student PK–5 school in Cowley, Wyoming, and is part of Big Horn County School District #1. The main concern is that its 2025–26 proficiency results are below the state, district, and all four nearby schools in nearly every reported grade and subject.

Math is the clearest weakness, while fourth-grade science is the school’s strongest result relative to comparison groups. Across grades three through five, ELA proficiency averaged 40% at Rocky Mountain, compared with 48% in the district, 57% statewide, and 60% at nearby schools; math averaged 43%, versus 46%, 62%, and 71%, respectively. Results have not kept pace with the state: from 2022–23 to 2025–26, Rocky Mountain’s ELA average rose by just 1 point and math by 2, while its gaps below the state widened by 6 and 7 points, respectively. Fourth-grade science fell by 11 points over that period. SchoolDigger ranks the school 136th of 148 Wyoming elementary schools, in the 8th percentile with 0 stars; its standing fell from the 40th percentile in 2020–21. Context figures do not explain the scores: in 2024–25, 53.7% of students were free/reduced lunch eligible, close to the nearby-school average of 54.2%, and the student–teacher ratio was 13.2, higher than nearby schools’ 10.0–11.9. SchoolDigger’s effectiveness ranking for Female Students dropped from the 36th percentile in 2024–25 to the 7th in 2025–26. For Hispanic Students, it was at the 12th percentile in 2025–26, down from the 63rd percentile in 2020–21.
