Summary

Hinton Area Elementary in Hinton, WV, serves approximately 265 students in grades PK-5 as part of Summers County Schools, offering a favorable 11:1 student-teacher ratio in a small-town setting along the New River.

Academic performance at Hinton Area Elementary has been a significant concern, with the school consistently ranking in the bottom 10% of West Virginia elementary schools over the past decade. The most recent data shows the school at the 4th percentile statewide, though this represents an improvement from the 0th percentile just two years ago. In Mathematics, 31.4% of students are proficient—actually above the district average of 25.2% but well below the state's 39.4%. English Language Arts proficiency sits at 30.4%, trailing both the district (38.4%) and state (47.6%) averages. Perhaps most troubling is the "5th grade cliff": math proficiency drops from 48.3% in 3rd grade to just 14.3% by 5th grade, and science proficiency falls to a critically low 8.6%. This pattern is far more severe than at nearby Talcott Elementary School, where 5th graders achieve 43.8% math proficiency, or Stratton Elementary at 21.4%.

There are notable bright spots worth acknowledging. Special Education students at Hinton Area Elementary ranked in the 58th percentile statewide in 2025-2026—a remarkable jump from the 6th percentile the previous year—suggesting targeted interventions are working for this group. The school also spends less per student ($10,439) than comparison schools while maintaining strong class sizes, indicating challenges aren't simply about resources. Interestingly, Jumping Branch Elementary, just 4.5 miles away in the same district, achieves roughly double Hinton's proficiency rates, and the school's dramatic one-year improvement in 2017-2018 (jumping to the 45th percentile) proves meaningful progress is possible. While Hinton Area Elementary remains in a critically low position, the modest upward trend and demonstrated success with special education provide a foundation for future improvement.

Open Quote Poor parental involvement policies that deter parental involvement, lack of appropriate expenditures to facilitate better educational policies ( at one point the Summers County Superintendent made just 20K less than the WV State Superintendent while teachers make the state mandated minimum salary and lack necessary tools and training to meet the needs of Summers County Schools students), and last but not least, as of November 1, 2016, at least one third grade class has not had a graded writing assignment.
