Summary

Jefferson Elementary is a PK–5 school at 1515 Heller Ave in Sheboygan, Wisconsin, serving 252 students in the Sheboygan Area School District, which ranks in the bottom fifth of Wisconsin districts. Jefferson itself has spent the past decade in the bottom quartile of state schools, never earning more than 1 star and ranking 922nd of 1,039 schools in 2025–26 (11th percentile).

Despite having the highest per-student spending in its local peer group—$19,607—and a 9.3:1 student-teacher ratio, Jefferson’s results remain low. Proficiency gaps are large: in 2025–26, 3rd grade ELA was 19.4% proficient vs. 52.1% statewide, and 4th grade science was 19.4% vs. 53.5%, a 34-point gap. Social studies showed the widest gap, 25.0% vs. 65.5% state, a 40.5-point difference. Nearby schools with similar or lower poverty and less spending do better: Grant Elementary reaches the 45th percentile, James Madison Elementary the 40th, and Wilson Elementary the 42nd, while Longfellow Elementary, the only school with a higher poverty rate, ranks near Jefferson. Etude Elementary spends $11,486 per student and reaches the 73rd percentile.

There are bright spots. Jefferson’s English Language Learner program has been above the state median in two of three recent years, reaching the 68th percentile in 2024–25—the only subgroup to earn 3 stars. Fifth grade ELA improved to 36.1% in 2025–26, up from 29.6% and 23.4% in prior years. Chronic absenteeism is not an outlier: 20.2% in 2024–25, similar to the district’s 21.5% and better than Grant Elementary (25.4%) and Sheridan Elementary (31.5%). The biggest concerns are a 10-point drop in 4th grade ELA, to 22.2%, and severe science and social studies deficits. With 89.7% of students qualifying for free/reduced lunch, Jefferson faces real challenges, but nearby schools show that similar poverty levels do not automatically produce bottom-decile results.
