Douglass Park Elementary in Portsmouth, VA, serves 510 students in grades K-6 within Portsmouth City Public Schools, a district ranked 114th out of 131 in Virginia. Math in grades 4–5 is the most urgent weakness, with proficiency under 40% compared to the state average above 70%. Resource gaps are notable too: spending per student ($9,237) is well below most peers, including Victory ($10,658) and G.A. Treakle Elementary in Chesapeake, where students achieve 80–90% proficiency. The improvement at Douglass Park is real, but it is also incomplete and unfolding with fewer resources than neighboring schools.
