Summary

Ocean View Elementary is a K–5 school in Norfolk, VA, serving 512 students in the Norfolk City Public Schools district. The school currently holds a 1-star rating and ranks 883rd out of 1,111 Virginia elementary schools, placing it in the 21st percentile — behind several nearby schools like Tarrallton Elementary (64th percentile) and Camp Allen Elementary (61st percentile), but ahead of Bay View Elementary (17th percentile) and Oceanair Elementary (11th percentile).

Nearly all students at Ocean View (98%) qualify for free or reduced lunch. Academically, the school shows dramatic swings by grade level. Fifth graders are a genuine bright spot: 5th grade math (74%) exceeds the state average, and 5th grade reading (71%) is close to the state average. But 4th grade scores lag badly, particularly in VA Studies, where only 31% of students passed — compared to 70% statewide and 78% at Tarrallton. Chronic absenteeism is also a concern at 19.4%, well above the district rate of 17.9% and far higher than top-performing nearby schools like Camp Allen (5.2%) and Tarrallton (8.2%). The good news is that poverty alone doesn't explain Ocean View's performance. Nearby schools like Tarrallton and Camp Allen serve equally high-poverty populations but achieve far better results, suggesting school-level factors like attendance and instruction are the real levers. Ocean View spends a similar amount per student ($9,568) to those schools, so more funding isn't the obvious fix. The school has improved attendance since 2020–2021, but progress has stalled. With a long-term decline from a 3-star rating in 2015–2016, the path forward appears to lie in targeting 4th-grade instruction, reducing chronic absenteeism, and replicating the success seen in 5th grade.

Our son attended Kindergarten here and we really liked this school. The programs were great, and the teachers care about the children. Parent Involvement could be better, but there were not many opportunities for working parents to participate as much as there are for stay-at-home parents. Close Quote

Grading policies, and teaching guidelines are inconsistent. Teacher didn't monitor AR reading program. When confronted with this leadership said that a 6 yr old was responsible for her own AR program but teacher didn't offer student any feedback. Focused on grades/test scores. If your child is making above 80% but you feel they don't quite "get it" this will fall on deaf ears because the "data" shows otherwise. The rigor isn't there. For example my daughter received 100% on all spelling tests in 1st gr and word study HW came very easy. Tested my daughter (after we withdrew) on a Stanford exam and her spelling was at K level, in the middle of 1st grade. Had concern that grades were entered in the gradebook after the semester. Took it to Superintendent level. Got a response that they reviewed the record themselves but wouldn't show me my daughters academic record to verify. Students do a lot of work independently but if they are incorrect nobody catches it. Out of date curriculum (Daily Language Review is from 1998 (it's on amazon). Worksheets had unreadable graphics bc they were so old. One picture was an actual stamp that was $0.29. Tests had typos and grading errors. Close Quote

my oldest daughter has attended oves for 3 years (k-grade 2) & she is receiving a great education. there is not a lot of busy work, every assignment or task has a purpose. the school is very conscientious about teaching each child at their pace..."no child left behind" comes to mind. conversely, students who are high achievers like my daughter are challenged & motivated. from the start she was introduced to concepts & terms that I was not exposed to until much later in my education. we opted to start our younger daughter at oves this year in the pre-k program, transferring her from a local private day school, a decision that we are happy with.
the faculty & staff are energetic, dedicated professionals. oves is a maritime school so the science syllabus is based on marine life in the Chesapeake bay, very fitting given our location. the 5th graders have a special project of monitoring oyster floats at nauticus, & participate in guiding the younger classes when they visit.
we enjoy watching the students in fall & spring musical concerts. also noteworthy, the school is the cleanest facility I have ever seen.
my husband is a military officer. when we moved to the area a few years ago we were told to live in Virginia beach because of the schools. I am sooo glad that I did my research & found oves. my husband is able to live close to his work at the naval station, we have a beautiful home & my girls are receiving a solid education.
