Summary

Jacox Elementary is a PK–5 school in Norfolk, VA, serving 596 students as part of Norfolk City Public Schools. The school has one of the highest poverty rates in the area, with over 99% of students eligible for free/reduced lunch. Jacox has ranked in the bottom 1–3% of Virginia elementary schools nearly every year since 2015–16, and in 2025–26 it ranked 1079 out of 1111 schools statewide (3rd percentile) with a zero-star rating.

Academic proficiency at Jacox trails both the district and state in nearly every subject and grade level. For example, 4th grade math proficiency was 28.79% compared to 56.37% districtwide, and 4th grade reading was 36.36% versus 62.86% for the district. Chronic absenteeism is a severe concern: 35.6% of students missed a substantial portion of the school year in 2024–25, more than double the district rate of 17.9% and the state rate of 14.8%. Per-student spending has also declined by about 17% since 2021–22, dropping to $9,796.

Perhaps the most striking finding is that high poverty is not destiny in this neighborhood. Nearby Ghent K-8 serves a nearly identical percentage of low-income students yet ranks at the 79th percentile statewide, while Richard Bowling Elementary and Lindenwood Elementary have chronic absenteeism rates of 7.6% and 21.3%, respectively, and outperform Jacox academically. Jacox did show encouraging gains in 5th grade math, reading, science, and VA Studies in 2025–26, but 4th grade scores declined sharply, and the school's decade-long pattern of bottom-tier performance suggests entrenched challenges that will require sustained, targeted intervention.
