Summary

Frederick Douglass Elementary is a PK-5 school in Leesburg, VA, serving 581 students as part of Loudoun County Public Schools, a district rated in the 86th percentile statewide. The school itself, however, currently ranks in the 23rd percentile (855th of 1,111 Virginia elementary schools), making it the lowest-ranked among all nearby elementary schools. With about 55% of students qualifying for free or reduced-price lunch and a 20% chronic absenteeism rate, the school serves a distinctly higher-need population than most of its neighbors.

Academically, Frederick Douglass Elementary trails the district average in every tested subject and grade level, with the largest gaps in upper elementary. Fifth-grade math proficiency sits at 47% versus the district's 82%, while the school's 53% science proficiency trails the district's 77%. Chronic absenteeism of 20% is the highest in the area, compared with just 6.8% at Seldens Landing Elementary and 14% at Belmont Station Elementary. Notably, the school spends about $23,118 per student and maintains a low student-teacher ratio of 10.8, yet higher-performing nearby schools like Seldens Landing spend roughly $6,000 less per student while achieving far stronger results.

The school's trajectory has been uneven: after reaching the 40th percentile in 2024-2025, it dropped back to the 23rd percentile as test scores fell broadly across every grade and subject area. Bright spots include 4th grade VA Studies, where 81% of students are proficient—above the state average—and stronger relative outcomes for African American students, who rank in the 70th percentile statewide. The most pressing opportunities for improvement are reducing chronic absenteeism and strengthening supports for English Language Learners, low-income students, and students with disabilities, whose outcomes remain well below statewide averages.

Open Quote So many teachers leaving their job, too much turn over of admin staff,
No discipline. Kids with behavioral issues are not given time off and this is frustrating for fellow students and possibly teachers.
This school needs strong team. Close Quote
