The school has undergone a remarkable turnaround over the past decade, climbing from near the bottom of Virginia's rankings in 2015–2016 to become the highest-ranked traditional high school in its district. For 2025–2026, Phoebus ranks 100th of 331 Virginia high schools, ahead of Bethel High, Kecoughtan High, and Hampton High.

Phoebus's academic results are especially notable given that 93.75% of its students qualify for free or reduced lunch. Phoebus also ranks strongly for specific student groups: it sits in the 78th percentile statewide for African American students, the 88th percentile for Hispanic students, the 83rd percentile for White students, and the 85th percentile for military-connected students.
