Carver College and Career Academy is a small public high school in Chester, Virginia, serving 272 students in grades 9–12 as part of Chesterfield County Public Schools. Despite being in a mid-tier district, Carver has ranked among the lowest-performing high schools in Virginia for years — 324th out of 331 high schools (2nd percentile) for 2025-2026.

The numbers are stark when compared with nearby schools. Carver's graduation rate for 2024-2025 was 25.1%, while Thomas Dale High, just 2.2 miles away, graduated 91.6% of its students. The dropout rate at Carver was 38.9%, compared with 8.5% districtwide. More than half of Carver students (57.8%) were chronically absent — more than three times the district rate of 16.1%. Test scores tell a similar story: only 31.3% of 9th graders passed Algebra I, compared with 66.3% across the district, and 10th-grade writing proficiency was 28.0% versus 65.7% districtwide.

What makes Carver's struggles especially striking is its resources. The school spends $20,496 per student — roughly two and a half times what nearby Chesterfield high schools spend — and has a student-teacher ratio of just 6.5. Yet outcomes remain far worse than schools serving nearly identical populations. Matoaca High, for example, has a similar poverty rate (74.2% free/reduced-price lunch) but a 93.3% graduation rate. The trajectory is not improving: graduation rates fell from 44.4% in 2020-2021 to 25.1% in 2024-2025, and every student subgroup ranks in the bottom 7% statewide. Small bright spots exist, such as 11th-grade Biology proficiency reaching 91.7% in 2024-2025, but they are inconsistent from year to year. Chronic absenteeism appears to be the central challenge, and the data suggest Carver needs substantial intervention.
