Summary

Westwood High School in Palestine, TX, is a small public high school serving 405 students in grades 9-12, where over 76% of students qualify for free or reduced lunch, reflecting significant economic challenges in the community. The school is part of the Westwood Independent School District (Isd), which ranks in the bottom 5% of Texas districts, and the school itself has a state ranking in the 17th percentile (1 star) for the 2025-2026 school year. Despite these low academic scores, Westwood boasts a very high graduation rate (consistently above 96%) and a near-zero dropout rate, showing a strong commitment to keeping students in school through to graduation.

One of the most striking findings is the school's performance in Algebra I, where only 5.77% of students were proficient in 2025-2026—far below the state average of 54.03% and a fraction of the rates at nearby schools like Neches High School (88.89%) and Cayuga High School (81.63%). Even Palestine High School, which serves a similar high-poverty population (77.47% free/reduced lunch), achieves a 53.41% proficiency rate in Algebra I—nearly 10 times higher than Westwood. This suggests that the academic challenges at Westwood are not solely due to economic factors, but may relate to school-specific practices or curriculum, especially in math.

Interestingly, Westwood has a notable strength: its Gifted and Talented (GT) program ranks in the 74th percentile statewide (4 stars), a stark contrast to all other subgroups, which rank in the bottom 20th percentile. This "two schools in one" dynamic shows that high achievement is possible within the building, but it has not been replicated for the broader student body. The school's overall state ranking has declined from the 50th percentile in 2015-2016 to the 17th percentile in 2025-2026, indicating a downward trajectory. Per-student spending ($11,782) is comparable to nearby schools like Elkhart High School ($12,801) and Palestine ($13,783), suggesting that funding levels are not the primary issue, but rather how resources are used to improve instruction.

Open Quote Has anyone checked the ratings? The current superintendent has presided over a huge drop in district performance--where it now only outperforms 14 of the state? The HS principal was allowed to retire after the HS proficiency level from 48 when he came in 2018 and declined to 19 (-29)? From that same year, its ranking started at 922 and has dropped to 1596! In the business world, both the superintendent and HS principal would have been fired after 3 years! But it's ok to let the principal retire at a pay of $104,000 when he was leaving at 415 daily except when there was a game (and principals are supposed to stay nearly to 500 except on Fri when they can leave at 430). So why is the instructional leader of the HS not held accountable for the lack of learning and the performance decline? He didn't even enforce discipline unless it was an egregious offense. In one example, he let a kid that cussed out an entire class only have one day of after-school detention instead of the required 7-10 days in ISS! As a result of zero student consequences, every metric measured has shown steep declines for all groups! Close Quote
