Summary

Raye-Allen Elementary is a PK-5 school in Temple, TX, serving 441 students in the Temple Independent School District (Isd), with a high percentage of students from low socio-economic backgrounds (63.95% receiving free or reduced lunch in 2024-2025).

The most defining feature of Raye-Allen is its dramatic improvement over the past decade. After ranking in the 2nd percentile statewide in 2015-2016, the school has climbed to the 37th percentile for the 2025-2026 school year. This turnaround is especially notable when compared to nearby schools like Jefferson Elementary (31st percentile, stagnant) and Hector P Garcia Elementary (17th percentile, declining). However, the school shows a significant weakness in mathematics, particularly in 5th grade, where only 22.22% of students were proficient in Math in 2025-2026—the lowest among all Temple ISD elementary schools and far below the state average of 47.38%. This "math cliff" contrasts with strong 3rd and 4th-grade Reading scores (55.56% and 56.79%), which outperform both district and state averages.

Raye-Allen has historically excelled with English Language Learners (ELL), ranking in the 90th percentile statewide for this subgroup in 2020-2021. The school also shows an unusual performance pattern by student group, with Hispanic students ranking in the 64th percentile statewide in 2024-2025, while White students ranked in the 16th percentile. Despite spending $9,577 per student—less than top-performing Kennedy-Powell Elementary ($10,884) but more than some lower-performing peers—Raye-Allen’s improvement suggests effective changes in leadership or teaching practices rather than just increased funding. The school’s location in a relatively affluent area of Temple, yet with a free/reduced lunch rate comparable to schools in less affluent neighborhoods, highlights its diverse socio-economic base.

Open Quote I don't think these kids are learning half of what they need to learn. My step daughter goes to Raye-Allen, 4th grade and she doesn't even know how to multiply. My daughter who is in 3rd grade at another school knows multiplication and is working on division. I have been to eat lunch with my stepdaughter once and that school was just out of control compared to the school my kids go to. I think a lot of the teachers are there just for a check, not for the kids. Its a shame that we can not get some teachers in schools that really want to teach these kids. They are our future. Its very upsetting as a parent.I have been comparing the school rankings from all the schools here in Bell County and Raye-Allen is one of the schools at the bottom of the list. Its ridiculous. Very sad that these kids are not getting the education they need or the education as some of the other kids in the district. Close Quote
