Summary

Howard Dobbs Elementary is a mid-sized school in Rockwall, TX, serving 565 students in grades PK-6 as part of the highly-rated Rockwall Independent School District (Isd). This school stands out for its exceptional support of Gifted and Talented students, who recently ranked in the 96th percentile statewide—a dramatic improvement from just two years prior. It also excels with students from low socioeconomic backgrounds, earning a 5-star rating for this group, despite having a higher percentage of these students (52.4%) than many nearby schools like Sherry And Paul Hamm Elementary (8.5%) or Nebbie Williams Elementary (12.2%).

One of the most interesting findings is the school's higher per-student spending of $10,030, which outpaces competitors like Ouida Springer ($8,827) and Sharon Shannon Elementary ($8,418), likely fueling its ability to serve diverse needs. However, test scores reveal a notable inconsistency: while 3rd-grade math and reading scores are strong, 5th-grade math proficiency dropped to 44.87%—well below the district average of 59.17% and even the state average. This is a sharp contrast from the previous year when 5th-grade math was a strength, suggesting a possible cohort effect or curriculum alignment issue.

Howard Dobbs also shines with its bilingual program, where Spanish-language STAAR test scores significantly outperform district and state averages—for example, 71% of 3rd graders were proficient in Spanish reading versus 43% district-wide. Overall, the school is a consistent, reliable performer, ranking in the 77th to 81st percentile over the last five years, offering a stable option in a district with wide performance variance. While it excels at building foundational skills, there is room to push its highest-performing students further, though the recent Gifted and Talented gains suggest active improvement in this area.

Open Quote As a grandparent of newly transferred family, I was pleased to see the family spirit at Dobbs, my grandchildren had been dreading leaving the old for the new and now they say out of 3 shcools, which they have beenin, "This is really the best school, I wish I had known sooner." AP classes are available now,, hereas none were offered prior. The student teacher ration and "I know everyone in my grade the first week, before I was just another student. Chior and guitar has perked her interest, where she can expand her education. Computer increased time and AP Math is now available. "The PE teacher really challenges us to do our best." . Having sent all of my 4 children to the Howard Dobbs school, I am glad that after relocating, these students are now feeling, inspirered and "at home" with learning. Close Quote
