Summary

Serna Elementary is a small, PK-5 school in San Antonio, TX, serving 312 students within the North East Independent School District (Isd), and it has faced significant academic challenges for nearly a decade, consistently ranking in the bottom 10th percentile of Texas elementary schools.

The most critical issue at Serna is a systemic failure in mathematics, particularly in 4th grade, where only 6.38% of students were proficient in the 2025-2026 school year. This is a staggering 42.9 percentage points below the state average and far lower than nearby high-poverty schools like Windcrest Elementary (19.35% proficiency) and Camelot Elementary (15th percentile overall). While the school spends a high amount per student ($14,457), this has not translated into academic gains, suggesting a need for a fundamental reassessment of instructional strategies. A relative strength is in Special Education, which ranked in the 60th percentile statewide in 2023-2024, but the school is failing its most vulnerable populations, with English Language Learners ranking in the 1st percentile and At-Risk students in the 2nd percentile. In contrast, Northwood Elementary, just 1.7 miles away, is a high-performing school (67th percentile) with a much lower poverty rate, highlighting a stark achievement gap within the same district.

Despite these challenges, there is a glimmer of hope in 5th-grade Reading, where proficiency has held steady around 43% over the past few years, making it the school's strongest subject and grade-level combination. This consistency could serve as a foundation to build upon and analyze for best practices that might be applied to other grades and subjects. However, the overall picture is one of urgent need: Serna requires targeted, radical intervention to reverse its long-term trajectory and ensure that a student's zip code does not determine their educational outcome.

Open Quote My son went here for kindergarten class from 2013-2014, one day I went to have lunch with him, I was unaware that I had to sign in at the office before going to the classroom or cafeteria. While we were eating lunch the teacher noticed I didn't have a wristband(which I would've got if I signed in), she grabbed me by both arms and raised her voice at me saying "You can not be here", I was also 4 MONTHS PREGNANT!! I went straight to the principal to talk about the grabbing and since she also put me at risk with my unborn child, I wanted my son in a different class with a good teacher but the principal just said just let him finish the year with her.
