Summary

Texas Virtual Academy At Hallsville is a massive, state-wide virtual public school in Hallsville, TX, serving 19,731 students in grades 3-12 under the Hallsville Independent School District (Isd).

This school faces significant academic challenges. Across nearly every subject and grade level, proficiency rates on state STAAR exams are drastically lower than both the district and state averages, a pattern that has persisted for years. For example, in 8th grade reading, only 26.7% of students were proficient, compared to 94.87% at the nearby Ut Tyler University Academy At Longview. In Algebra I, the gap is even starker: just 5.34% of TVAH students were proficient versus 92.86% at UT Tyler UA. The school also struggles with graduation rates, which have hovered in the mid-60% range, and has a high dropout rate that reached 6.1% in the 2023-2024 school year. In contrast, UT Tyler UA boasts a 100% graduation rate and a 0% dropout rate. Even when compared to the Juvenile Detent Center, a small facility serving a highly transient population, TVAH’s performance in some subjects is only slightly better or even worse, highlighting the severity of the academic crisis.

The data strongly suggests that the virtual learning model at TVAH is not effectively serving its massive student body. The high dropout rate and low graduation rate point to significant issues with student engagement and support. While the school spends $9,486 per student—more than UT Tyler UA’s $8,532—the return on that investment in terms of student achievement is extremely low. For parents considering this option, it is crucial to understand that the school’s academic outcomes are consistently poor across all subjects and grade levels, and the challenges of a virtual environment appear to be profound.
